Construction and Traffic Bulletin - Update May 22, 2015

Upcoming Roadworks on Barnet Highway and Pinetree Way and Lougheed Highway

As part of Evergreen Line construction, permanent road improvements including turning lane restoration, paving, traffic line painting, electrical and signal work are required at the intersection of Barnet Highway and Pinetree Way and Lougheed Highway.

 

Work began in early April and will continue intermittently until the end of June. Paving requires warm, dry weather conditions, so this work is weather dependent and the schedule is subject to change.
 
WHAT TO EXPECT
  •  Lane closures on Barnet Highway and Pinetree Way and Lougheed Highway will be implemented during off-peak hours, Monday to Sunday from 7 p.m. to 6 a.m. Nighttime work is required due to high volumes of daytime traffic in the area.
  • Crews will work intermittently during daytime hours only if required.
  • Work will start on the northwest corner of Barnet Highway and Pinetree Way then crews will move to the southwest corner of Barnet Highway and Lougheed Highway. Work will include construction of the permanent dedicated right-hand turn and a mulit-use path on the west side of Lougheed Highway between Barnet Highway and the entrance to the West Coast Express passenger pick-up/drop-off area.
  • Intermittent lane closures may be implemented as follows as part of this work:

o On Barnet Highway near the work area. 

o On Pinetree Way between Guildford Way and Barnet Highway. 

o On Lougheed Highway between Barnet Highway and the entrance to the West Coast Express passenger pick-up and drop-off.

  • Temporary pedestrian detours in all directions will be implemented while this work is underway. For the safety of all pedestrians, please follow posted signs and the instructions of traffic control personnel. The temporary detour route will be clearly marked.
  • All traffic pattern changes will be well-signed and traffic control personnel will be on-site to assist drivers and pedestrians. Please follow the directions of traffic control personnel and posted signs while construction is underway.
  • Access to the West Coast Express and Coquitlam Central bus loop will remain open at all times.
  • Nearby businesses and residents can expect noise related to construction activities, including the use of heavy machinery. Every effort will be made to minimize noise and disruptions when possible.

 

When permanent roadworks on the northwest corner of Pinetree Way and Barnet Highway and the southwest corner of Barnet Highway and Lougheed Highway are complete, crews will remove the temporary crosswalk on Barnet Highway to the west of Pinetree Way. Pedestrian movements will be returned to their normal configuration at the intersection of Barnet Highway and Pinetree Way/Lougheed Highway and all movements will be available by the end of June 2015.

City Centre Trunk Sewer Construction Update

The City's awarded a contract to Jack Cewe Limited to install a sanitary gravity trunk along Lougheed Highway, Barnet Highway and Johnson Street.

Construction began the middle of February and is currently taking place on Barnet Highway. In approximately two weeks, construction work will begin along Johnson Street, between Barnet Highway and Glen Drive.

Due to high traffic volumes in the area, the regular hours of construction will be Monday through Friday from 8:00 p.m. to 6:30 a.m. Construction will mainly take place on the east side of Johnson Street. There will be lane closures and alternating traffic during construction.

Construction in the area is anticipated be completed by the end of June.

Temporary Pedestrian Detours at the
Coquitlam Central West Coast Express Station

As part of ongoing construction for the future Coquitlam Central Station for the Evergreen Line, there will be some temporary pedestrian detours near the south passenger pick-up and drop-off area at the Coquitlam Central West Coast Express (WCE) Station. This work is so crews can reconstruct the roadway and restore access between the main parking lot and the passenger pick-up and drop-off area.

WHAT TO EXPECT 

Starting on May 4, crews will be excavating and rebuilding the entire section of roadway and the pathway to the west of the entrance/exit to the WCE station to allow for vehicle clearance now that the elevated guideway has been built. Roadwork will occur in a fenced off area for up to two months. Transit users should be mindful that the majority of the construction activity will be underway daily from 7 a.m. to 5 p.m. and will include excavation, concrete pouring, material hauling and the use of heavy machinery. Some nighttime work may be required.
Construction of the permanent roadway and passenger pick-up and drop-off area will be done in two phases.

Phase One involves the reconstruction of the road and pathway to the west and will take approximately four to five weeks. Please review the graphic at the bottom of this email which highlights the changes that will occur during Phase One.

Phase Two involves restoring the roadway to its original configuration and completely closing the south passenger pick-up and drop-off area. This work will commence in early June and will last for approximately two to three weeks. Detailed information regarding this full closure, including a graphic, will be available closer to the start date.

Pedestrians
The pedestrian walkway to the west of the passenger pick-up and drop-off area will be closed for approximately two months as part of the overall reconstruction of the roadway planned for this area. Pedestrians will be detoured to the east (as shown on the map at the bottom of the email).

Drivers and Passengers
Access to the WCE station from Lougheed Highway will be maintained during Phase One of construction, and will continue to be for immediate passenger pick-up and drop-off only. No waiting and/or parking will be permitted. Drivers and passengers are advised that Transit Police will continue to monitor wait times and violators will be ticketed.

Drivers picking-up and/or dropping off passengers for the Coquitlam Central Station Transit Exchange or West Coast Express station are encouraged to use the north passenger pick-up and drop-off area (shown on the map at the bottom of the email).

Access to the West Coast Express station and the Coquitlam Central bus loop will be maintained at all times. For the safety of all workers, drivers and pedestrians, please follow the instructions of traffic control personnel and posted signs while construction is underway.

When the reconstruction of the roadway for the entire area is complete, the vehicle connection between the main parking lot and the south passenger pick-up and drop off area will be reinstated in July 2015. The pathway for pedestrians will also be reinstated. Transit and WCE users should watch for changeable message signs and directional signage that will include the date as to when the roadway and pedestrian paths will re-open.

Nighttime Utility Installation Work on Pinetree Way
Between Glen Drive and Guildford Way

As part of construction of the future Lafarge Lake-Douglas Station for the Evergreen Line, there will be some nighttime utility installation work on Pinetree Way between Glen Drive and Guildford Way starting on April 29.

WHAT TO EXPECT 

  • Work will take place at night from 9 p.m. to 6 a.m. There will be approximately four nights of work within a two week period. Nighttime work is required due to high volumes of daytime traffic on Pinetree Way.
     
  • Northbound and southbound lane closures on Pinetree Way, between Glen Drive and Guildford Way, while this work is underway. When lane closures are in effect, please watch for construction signs, drive with caution and follow the directions of traffic control personnel.
     
  • There will be temporary parking restrictions on Pinetree Way adjacent to the work area. Please watch for signs that will include the dates and times when parking restrictions are in place.
     
  • Nighttime noise related to saw-cutting, excavation and the use of heavy machinery should be expected as part of this work. Every effort will be made to complete activities considered noisier earlier in the evening to minimize noise and disruptions.
     
  • For the safety of all pedestrians, please follow the directions of traffic control personnel and posted detour signs while construction is underway.
